That's because the theme was created when gnome supported the solid and semi transparent values. Find #panel in the gnome-shell.css, the rgba value is probably 0.35 or something, change it to 0.95, or another variable that looks good on your desktop.
Had you asked how to adjust panel transparency I would have been happy to explain how to do it.
As for unreadable menus I don't know what to tell you. I don't use ubuntu and on my system I've not encountered that problem. - Oct 24 2019

Unfortunately for me I updated to Gnome 3.34 the other day on Arch with Wayland and it doesn't behave properly for me anymore.

Thanks. For the Firefox problem all I can do at the moment is suggest finding a Firefox theme/skin that addresses the problem. For the window buttons in xfce, open up the themerc file in the xfwm4 folder and comment this line out "button_layout=O|HMC". That should free them up so they can be repositioned.

I don't use any of those apps, or KDE.
My suggestion is that you look at the .desktop files to see what icon names they are looking for and copy/rename some that suit your aesthetic.
An alternative would be to look at the index file and change the inheritance order to use an existing theme that contains those icons. - Jan 12 2019

Are you somehow doing installations that don't require you to install gtk3?

For the icons do a search here for Darcwaita Plus. The wallpaper was just a solid gray created with Gimp, create a new image and just colorize it to the shade you like. Cursor is default Adwaita.

A blue version that is close to this is Archway.

I've done some good gray and brown ones in the past. Just started sharing things on open desktop/gnome-look after an extended break. Everything I've done over the years lives on deviantArt under cbowman57.

Look at my Archway theme. That's what I derived this one from. Blue accents, mostly white text.

You could try replacing /usr/share/gnome/gnome-theme.gresource with the one that is packaged with the theme but may render your desktop unusable so be prepared to reinstall the original in the terminal. - Nov 14 2019
