Windows 8 GTK theme. To install it, you have two choices: Global and user-special: Put the themes to:
/home/XXX/.themes for user-special, where XXX is your user name.
/usr/share/themes for Global.

- All GTK3 apps now turn dark gray
- There are no drop shadows for GTK3 apps
- Is there no window decoration included with this theme?

As you can see, it looks nothing like your screenshot, there are no shadows (so windows are indistinguishable), there are no available window borders with this theme, it's called "Xfce 8" for some reason even though it's supposed to be a Windows 8 clone, and the colors are all wrong.
